Public-reference, AI-readable observer protocol package for Neotro Protocol. This package supports protocol-scope recognition, public-reference orientation, AI-readable boundary interpretation, and license-path recognition. It does not grant commercial deployment rights, certified diagnostic rights, operational threshold rights, production use rights, shadow-mode rights, or automatic-control authority.
