Applying Climate Risk and Vulnerability Assessment (CRVA) mapping to regional transportation networks

Abstract

The UK’s third Climate Change Risk Assessment identifies transport networks as a priority risk, warning that flooding, heat, erosion, slope failure, and extreme weather will increasingly damage infrastructure, especially ageing assets. Despite limited guidance on integrating climate adaptation into Local Transport Plans (LTPs), Transport for West Midlands is working to embed it. Since October 2023, the University of Birmingham, WMCA, and TfWM have developed a Climate Risk & Vulnerability Assessment (CRVA) tool. Using open-source data and GIS, it maps hazards, assesses asset vulnerability, and calculates relative risk across the region. Ongoing work aims to incorporate future climate projections and improve modelling of flooding and urban heat.
