Abstract

SafeGuard introduces a prognostic and health economic evaluation (HEE) model to mitigate the global US$1 Trillion burden of mental health. By utilizing the SAFE Framework (Sense, Analyze, Flag, Engage), the system transitions mental health management from reactive crisis response to proactive surveillance. Key innovations include the integration of ICD-10 clinical mapping with WHO-standard ROI modeling (1:4), real-time biometric sync via wearable devices, and an accessibility-first UI for inclusive workplace safety. This software serves as a blueprint for High-Value Health Systems (HVHS) aligned with HL7 FHIR R4 and SATUSEHAT interoperability standards.
