
This deposit contains the ECC-facing ARL implementation pack for ester-clean-code. The package is a bounded implementation bridge from the normative Arbitration / Review Layer (ARL) package to ester-clean-code control surfaces. It covers freeze state, witness binding, quorum precedence, target file mapping, runtime hook points, minimal event types, dispute persistence, review routing, staged integration, and explicit anti-scope limits. This object is implementation-facing. It is not the canonical normative home of ARL, which remains upstream in the SER stack. It is also not a full ester-clean-code repository snapshot.
