
ARL v0.1 is a bounded arbitration and review layer for multi-entity disputes in the Sovereign Entity Recursion (SER) stack. This deposit contains the canonical normative ARL package, including:- package-facing entry documents,- the normative core,- terminology and interpretation lock,- evidence admissibility and standing rules,- freeze / hold / quarantine semantics,- decision outcomes and appeal windows,- conflict taxonomy,- cross-repository pointer notes,- repository integration notes,- publication and integrity notes,- and the package-level SHA-256 manifest. This object is the canonical SER-side normative ARL package.It is not the ECC implementation pack and it is not a full ecosystem snapshot.
