
COA-MAS v2 extends the original COA-MAS governance framework into a meta-framework for cross-domain multi-agent governance. Rather than prescribing a single federated governance architecture, COA-MAS v2 standardizes the Action Intent as a universal cross-domain artifact and defines a Pattern Selection Protocol that routes governance interactions to the appropriate federation mode based on trust distance, acceptable latency, and cognitive burden tolerance. The four federation modes are: Mode 0 (Intra-Domain / COA-MAS V1), Mode 1 (Sovereign Visa — asynchronous sovereign evaluation), Mode 2 (Ambassador — agent-to-agent delegation), and Mode 3 (Clearinghouse — regulated hub). ZK-Policy is named as the CAGA-compliant future Mode 4.
