OTIS: Rigorous Derivation of the 4π² Coefficient in the Fine Structure Constant Formula via the Euler Class of the G₂/SO(4) Bundle and Duality of the Fano Plane PG(2,2)

Abstract

The main vulnerable point in the OTIS derivation of α = 1/[π(4π²+π+1)] is closed. The coefficient 4π² is proved rigorously as the Euler class of the S²-bundle over G₂/SO(4) associated with the octonion associator. The two oriented flag states of PG(2,2) — right and left multiplication — give contributions ±2π², their sum in absolute value = 4π². Normalization is guaranteed by multiplicativity of Dynkin indices: I(SU(2)↪SO(4))×I(SO(4)↪G₂) = 1×1 = 1. Agreement with CODATA 2018: 1/α = 137.035999 to six decimal places without free parameters. Устранён главный уязвимый пункт вывода α = 1/[π(4π²+π+1)] в ОТИС. Коэффициент 4π² доказан строго как класс Эйлера S²-расслоения над G₂/SO(4), ассоциированного с октонионным ассоциатором. Два ориентированных состояния флага PG(2,2) (правое и левое умножение) дают вклады ±2π², их сумма по абсолютной величине = 4π². Нормировка гарантируется мультипликативностью индексов Дынкина: I(SU(2)↪SO(4))×I(SO(4)↪G₂) = 1×1 = 1. Совпадение с CODATA 2018: 1/α = 137.035999 до шестого знака.
