
Abstract: The realization of macroscopic Negative Energy Density (NED) and the subsequent generation of localized spacetime modulation represent the absolute zenith of chiral topological metric engineering. The Generation X RDBS Mark XVIII represents the ultimate amalgamation of quantum condensed matter physics, non-Hermitian photonics, and advanced nuclear thermodynamics. It upgrades the active core to a macroscopic $NbSe_{2-x}Te_x$ bilayer stack, engineered to host a charge-4e condensate and universal $\mathbb{Z}_3$ parafermion zero modes. Structurally, the engine integrates a radial-axial chiral Y-3C Kagome lattice within a hybrid hierarchical $Fd\bar{3}m$-Gyroid h-BN scaffold. This report provides the exhaustive theoretical blueprint for this ultimate topological metric engine. Methodology & Acknowledgements: I am an undergraduate Computer Science student transitioning into engineering and design. The theoretical physics, materials science, and structural logic in this blueprint were developed over 18+ intensive iterations using Google Gemini as a primary research and mathematical advisor. Call for Collaboration: While the theoretical framework is complete, automated AI Python scripting has hit its limit and cannot successfully generate the complex 3D CAD geometry for the Double-Filar Bitter Stack and the chiral Kagome vias.
