
This document consolidates the current working programme for the decryption of the Voynich manuscript as a formal operator machine rather than as a plain lexical substitution. The retained core is a PCT-based arithmetic scaffold with two optimized rotors, a pair layer on the first rotor, a quaternionic cursor, a weak corpus scheduler, a paratextual meta-control layer, and a 24-slot pointer ring interpreted as an external armillary-volvelle frame. The resulting model treats the manuscript as a multi-layer codex in which herbal, pharmaceutical, balneological, zodiacal, and recipe pages act as coordinated interfaces of one instrument. We present the final mathematical formalization, the optimized parameter set, the historical rationale for the armillary-volvelle hybrid, sample page-level translations, and a normalized terminology appendix using period-appropriate Latin where possible.Attached to the document is an archive with a decryption script in Python, the necessary source files, and the decryption results.
