
This paper introduces a conceptual framework for a War Collateral Accountability System, designed to embed fairness, deterrence, and citizen protection into war financing. The proposal outlines governance clauses, scenario tables, and stress‑test extensions that aim to ensure transparency and accountability in the allocation of wartime costs. By benchmarking enforcement logic and modular design principles, the framework seeks to stimulate debate on how collateral mechanisms could reduce harm to civilians and strengthen deterrence against reckless conflict financing.
