English This document presents a transferable architecture and governance blueprint for an epistemic infrastructure of democratic accountability under digital conditions. It develops a High-Assurance Political Analysis System that systematically addresses epistemic uncertainty, provenance, non-monotonic revisions, and probabilistic evaluation of political claims. The core is a Hybrid Layered Network (HLN) with a strict separation of facts, probabilistic inference, and normative evaluation.
