Abstract

Version 1.0 – Initial Public Release Erste öffentliche Veröffentlichung Deutsche Originalfassung + englische Übersetzung Dieses Dokument legt einen übertragbaren Architektur- und Governance-Blueprint für eine epistemische Infrastruktur demokratischer Rechenschaft unter digitalen Bedingungen vor. Es entwickelt ein High-Assurance Political Analysis System, das epistemische Unsicherheit, Provenienz, nicht-monotone Revisionen und probabilistische Bewertung politischer Aussagen systematisch behandelt. Kernstück ist ein Hybrid Layered Network (HLN) mit strenger Trennung von Fakten, probabilistischer Inferenz und normativer Bewertung. English This document presents a transferable architecture and governance blueprint for an epistemic infrastructure of democratic accountability under digital conditions. It develops a High-Assurance Political Analysis System that systematically addresses epistemic uncertainty, provenance, non-monotonic revisions, and probabilistic evaluation of political claims. The core is a Hybrid Layered Network (HLN) with a strict separation of facts, probabilistic inference, and normative evaluation. Beiträge, Diskussionen, Implementierungen und Weiterentwicklungen sind ausdrücklich erwünscht. Contributions, discussions, implementations and further developments are explicitly welcome.
