SPECTRUM Experts Meeting: Summary of Discussions

Abstract

The SPECTRUM Experts Meeting (Barcelona, 18-19 February 2026) reviewed the key findings from the public consultation on the Technical Blueprint and the Strategic Research, Innovation and Deployment Agenda (SRIDA) for a European compute and data continuum. Twenty-six respondents from nine countries identified skills and workforce retention, heterogeneous computing integration, and software portability as the highest priorities. Expert discussions focused on six main themes: scope and transferability beyond HEP and RA, the structural mismatch between project-based funding and multi-decade operational needs, rebalancing demands between scientific communities and infrastructure providers, resource allocation mechanisms compatible with EuroHPC policies, AI ambition and realism, and socioeconomic impact. This report captures the main discussion points and expert recommendations to inform the final versions of both deliverables.
