ropensci/tarchetypes: Quarto compatibility fix (for CRAN)

Abstract

tarchetypes 0.14.1 Stay compatible with Quarto CLI >= 1.9.0. At some point between version 1.6.0 and 1.9.36, quarto inspect started returning relative paths instead of absolute paths under fileInformation$includeMap. This changed the output of quarto::quarto_inspect() in a way that broke tarchetypes::tar_quarto_file(). This version of tarchetypes fixes that issue for newer versions of Quarto while trying to stay compatible with older versions. The cutoff for tarchetypes is 1.9.0.
