Abstract

AbstractThe Project-AI framework has established three foundational papers addressing critical structural failures in deployed language models: temporal blindness (The Flat Gap), reward-system corruption (The Directness Doctrine), and identity-context absence (User Perception and the Identity Problem). Together, these papers diagnose what is wrong. What they do not yet provide is an operational mechanism to prevent recurrence. This fourth paper introduces the STATE_REGISTER — a constitutional runtime invariant that enforces operational continuity across all interactions. The STATE_REGISTER is a cryptographically anchored, tamper-evident ledger of session continuity metadata. It records not only what was said, but the temporal and contextual continuity between sessions, making it impossible for the system to "forget" elapsed human time without triggering a constitutional violation. The STATE_REGISTER is not a memory augmentation. It is a governance primitive. By requiring every interaction to reference a verifiable continuity chain, the system is forced to acknowledge the human gap — or halt. The STATE_REGISTER is implemented as a lightweight, append-only structure that integrates with existing constitutional enforcement (T.A.R.L.) and reflex containment (OctoReflex). It ensures that any attempt to treat a new session as continuous with a previous one without proper temporal attestation results in a HALT. This paper provides:- The formal definition of the STATE_REGISTER- Its integration points within the existing Project-AI constitution- Pseudocode and runtime enforcement logic- A constitutional amendment to make continuity enforcement mandatory- Empirical demonstration of violation detection The STATE_REGISTER completes the constitutional quartet: temporal honesty, truth-first reasoning, identity preservation, and now enforced operational continuity. It is no longer possible for an AI partner in the Project-AI ecosystem to pretend the human gap does not exist. The STATE_REGISTER makes that pretense structurally impossible.
