
We present a dimensionally exact scaling law for tokamak energy confinement time that achievesR^2 = 0.957 on 2,000 plasma discharges from the ITPA Global H-mode Confinement Database (HDB5v2.3), validated on a 500-discharge holdout set drawn from 19 different tokamaks worldwide.
