The WiFi Quality Institute (WQI) is an independent research initiative dedicated to the development of measurable frameworks for the evaluation of Wi-Fi network quality in real-world environments. This technical report introduces the mission, scope, and research agenda of the Institute, outlining the need for standardized methodologies to assess wireless network performance, reliability, and user experience. The report also presents the conceptual foundations for future work conducted under the WQI Technical Report Series, including the development of evaluation metrics, benchmarking methodologies, and operational frameworks for wireless network quality assessment. Keywords: Wireless Quality of Experience (QoE), IEEE 802.11, Wireless Performance Evaluation, Network Benchmarking, RF Interference Analysis, Airtime Utilisation, Channel Utilization.
