Les efforts d'intégration économique en Afrique face aux tensions géopolitiques

Abstract

Résumé Les États africains se sont engagés dans un processus d’intégration économique, principalement articulé autour de la création d’une Zone de Libre-Échange Continentale Africaine (ZLECAf). Cette zone implique la libéralisation de la majorité des lignes tarifaires, l’ouverture de plusieurs secteurs de services, ainsi que l’extension à d’autres dimensions relatives au commerce, telles que les investissements, les droits de propriété intellectuelle et la politique de la concurrence. Face à ces efforts d’intégration économique, concrétisés par l’accord de la ZLECAf, des tensions géopolitiques, caractéristiques de cet espace géographique, demeurent présentes et constituent un obstacle aux initiatives visant à créer une véritable communauté économique africaine. Dans cette optique, ce travail de recherche vise à présenter un cadre de réflexion permettant d’examiner comment les tensions géopolitiques peuvent freiner ou suspendre le processus d’intégration économique initié par les États africains. Il s’appuie sur une réflexion théorique mobilisant une revue de littérature intégrative et multidisciplinaire, couvrant l’économie politique internationale, l’intégration régionale, les perspectives démographiques et les richesses de l’Afrique, jusqu’aux modèles d’évaluation d’impact des accords de libre-échange. Les résultats de cette recherche mettent en évidence un contraste persistant entre l’ambition affichée par les États africains en matière d’intégration régionale et la portée limitée des retombées économiques positives qui en découlent, en partie sous l’effet des implications des tensions géopolitiques affectant le continent. Abstract African states have embarked on a process of economic integration, primarily centered on the creation of the African Continental Free Trade Area (AfCFTA). This initiative involves the liberalization of the majority of tariff lines, the opening of several service sectors, and the extension to other trade-related dimensions, such as investment, intellectual property rights, and competition policy. In the face of these economic integration efforts, embodied in the AfCFTA agreement, geopolitical tensions, characteristic of this region, persist and constitute a barrier to initiatives aimed at establishing a genuine African economic community. In this context, this research seeks to provide a framework for examining how geopolitical tensions may hinder or suspend the economic integration process initiated by African states. It is based on theoretical reflection, drawing on an integrative and multidisciplinary literature review that spans international political economy, regional integration, demographic perspectives, Africa’s natural wealth, and impact assessment models of free trade agreements. The results of this research highlight a persistent contrast between the ambitions expressed by African states regarding regional integration and the limited scope of the positive economic outcomes resulting from it, partly due to the implications of geopolitical tensions affecting the continent.
