Botswana Defense Force Strategic Readiness Modeling: A Mathematical Optimization Framework for Training, Deployment, and Defense Preparedness

Abstract

The Botswana Defence Force (BDF) faces the strategic challenge of maintaining operational readiness across a vast territory with limited personnel and resources. Ensuring that forces are adequately trained, deployed, and equipped while maintaining sustained national defence preparedness requires a systematic, data-driven approach. This study presents a mathematical optimization framework for strategic readiness modeling, integrating training cycles, deployment allocation, and equipment availability into a unified decision-support system. Using concepts from operations research, linear programming, and Markov decision processes, the model quantifies readiness, identifies optimal force rotations, and predicts the impact of different deployment and training strategies on overall national security. The framework is designed specifically for small-state military contexts, with extensive applicability to Botswana, and provides actionable guidance for resource allocation, training prioritization, and strategic deployment planning. The proposed model offers the BDF a quantifiable, implementable readiness index, facilitating evidence-based decision-making and enhancing force preparedness against conventional, asymmetric, and sovereignty threats. This research represents the first comprehensive integration of mathematical optimization into BDF operational strategy, providing a scalable approach for small militaries facing complex, resource-constrained security environments.
