La Digitalisation du Contrôle Fiscal et son Impact sur la Performance : Entre Modernisation et Défis Éthiques

Abstract

Cet article examine l’impact de la transformation digitale sur la performance du contrôle fiscal, en analysant le passage d’un modèle traditionnel réactif vers un paradigme d’audit intelligent. S’appuyant sur les apports de la théorie de l’agence, des capacités dynamiques et du pilotage multidimensionnel, il met en lumière les opportunités offertes par l’intelligence artificielle et le Big Data, tout en soulignant les défis éthiques liés à l’opacité algorithmique. L’objectif est de montrer que la digitalisation peut devenir un levier d’efficacité budgétaire et de modernisation administrative, à condition d’être inscrite dans un cadre qui préserve l’équité fiscale, la transparence et la qualité de la relation humaine. L’article s’inscrit également dans la réflexion plus large sur le contrat social et les risques de déshumanisation et d'exclusion numérique des contribuables dans le contexte des administrations publiques en mutation.
