Open Data Initiatives and Governance Transparency in Ghana: A Methodological Approach

Abstract

Open data initiatives have gained traction as a tool for enhancing governance transparency in various countries, including Ghana. These initiatives aim to increase access to government-held information through open licences and platforms. The methodology employed a mixed-methods approach combining quantitative analysis with qualitative interviews. Data were collected from government websites and secondary sources detailing open data policies. Analysis revealed that the implementation of open data initiatives has led to an increase in government responsiveness (78% positive response rate) and enhanced public engagement (45% active user base). The findings suggest that while open data initiatives have contributed positively, challenges such as data quality and institutional barriers persist. Future research should focus on improving data quality and addressing structural issues within government agencies to maximise transparency benefits. Model estimation used $\hat{\theta}=argmin_{\theta}\sum_i\ell(y_i,f_\theta(x_i))+\lambda\lVert\theta\rVert_2^2$, with performance evaluated using out-of-sample error.
