SHAREN Framework: benchmarking & regulatory frame of ESS/RECs in cities with heritage buildings

Abstract

The SHAREN project tackles the challenge of promoting Energy Sharing Solution (ESS) and Renewable Energy Communities (RECs) across Mediterranean heritage cities. This report provides an overview of the current state of ESS and RECs across partner countries (Spain, Türkiye, Lebanon, Jordan and Italy), identifying barriers linked to conservation practices, ageing grids and complex regulations. By analysing existing practices, it highlights strategies to unlock solutions that respect historic architecture while supporting the energy transition. ESS and RECs enable collective self‑consumption, engaging citizens, businesses and local authorities as consumers or prosumers, strengthening communities and fostering sustainable urban development.
