Abstract

Il tema delle migrazioni attraversa la storia dell’uomo sin dalle sue origini: dallo spostamento di individui in età preistorica, alle grandi ondate colonizzatrici delle poleis greche a partire dall’VIII secolo e ai conquistadores europei del XVI secolo.Anche l’età contemporanea è dunque permeata dal fenomeno migratorio così come lo sono state le epoche precedenti: i tempi, i modi e la materialità sono però mutati. Il fenomeno migratorio contemporaneo ha tra i suoi motori le conseguenze del colonialismo del secolo scorso, i conflitti, il cambiamento climatico, la globalizzazione dei mercati e tutti gli eventi catastrofici che ne derivano. Il caso studio dell’insediamento di Borgo “Pista” Mezzanone mette in luce uno dei tanti aspetticollaterali dei fenomeni migratori contemporanei: lo sfruttamento della manodopera a basso costo modellato rispetto alle richieste di produzione agricola, ormai non più stagionale, e l’emergenza abitativa che ne consegue. Si tratta di una baraccopoli sorta intorno al C.A.R.A. di Foggia, sulle piste di un aeroporto militare, forse realizzato durante il secondo conflitto mondiale e poi annesso al più grande aeroporto di Amendola, in un’area a forte trazione agricola, già interessata in epoca fascistadalla colonizzazione agraria e dalle sue borgate, tra cui Borgo Mezzanone e Borgo Tressanti. I migranti che arrivano qui cercano un lavoro, attraverso la fitta rete del caporalato, e un rifugio.Queste necessità collegate al sistema produttivo agricolo, insieme alla condizione di marginalità dei migranti, si traducono in una produzione materiale nuova e del tutto imprevedibile, insediamenti informali nati per essere estemporanei e che diventano vere e proprie città, invisibili.Attraverso la mappatura del sito e il rilievo diretto delle unità abitative, questo studio si pone l’obiettivo di comprendere la genesi e la forma dell’insediamento della Pista, ponendo l’attenzione anche al portato culturale delle varie etnie presenti, alla tecnologia utilizzata e agli spazi sociali, evidentemente necessari alla vita di una comunità, per quanto marginale e anomala essa possa sembrare. The theme of migration has been present throughout human history since its origins: from the movement of individuals in prehistoric times to the great waves of colonization by the Greek poleis starting in the eighth century and the European conquistadores of the sixteenth century.The contemporary age is therefore also permeated by the phenomenon of migration, just as previous eras have been, but the times, methods, and materiality have changed. The contemporary migration phenomenon is driven by the consequences of last century's colonialism, conflicts, climate change,market globalization, and all the catastrophic events that result from them.The case study of the Borgo “Pista” Mezzanone settlement highlights one of the many side effects of contemporary migration: the exploitation of cheap labor modeled on the demands of agricultural production, which is no longer seasonal, and the resulting housing emergency. This is a shantytown that has sprung up around the C.A.R.A. in Foggia, on the runways of a military airport, possibly built during the Second World War and then annexed to the larger airport of Amendola, in an area with a strong agricultural tradition, already affected during the Fascist era by agricultural colonization and its villages, including Borgo Mezzanone and Borgo Tressanti. The migrants who arrive here are looking for work, through the dense network of illegal hiring, and shelter.These needs, linked to the agricultural production system, together with the marginalization of migrants, translate into a new and completely unpredictable material production, informal settlements created to be temporary and which become real, invisible cities.Through mapping the site and directly surveying the housing units, this study aims to understand the genesis and form of the Pista settlement, focusing also on the cultural contribution of the various ethnic groups present, the technology used, and the social spaces that are clearly necessary for the life of a community, however marginal and anomalous it may seem.
