Мазкур мақолада жамоат хавфсизлиги ва жамоат тартиби тушунчаларининг илмий-назарий асослари таҳлил қилинган бўлиб, бу борада миллий ва хорижий ҳуқуқшунос олимларнинг илмий тадқиқлт ишлари, фикр ва мулоҳазалари атрофлича ўрганилган ва таҳлил қилинган. Шунингдек, замонавий олимларнинг жамоат хавфсизлигига оид ёндашувлари қиёсий таҳлил этилган. Илмий адабиётларда жамоат хавфсизлиги тушунчасига нисбатан ягона ёндашув мавжуд эмаслиги, унинг мазмуни турли омиллар ва хавф-хатарлар билан боғлиқ ҳолда талқин этилиши асослаб берилган
