Replication Package: From Shocks to Structure — The Governance of Climate-Related Losses in Europe

Abstract

Replication package for the paper "From Shocks to Structure: The Governance of Climate-Related Losses in Europe". This repository contains all data, code, and figures necessary to reproduce the results reported in the manuscript. The study analyses economic losses from weather- and climate-related extremes across 38 European countries over the period 1980–2023, using a two-part panel model (logit + log-OLS with Duan's smearing correction), Markov regime-switching analysis, and Bai–Perron structural break tests. The dataset is sourced from Eurostat (indicator sdg_13_40), based on the EEA CATDAT database (RiskLayer GmbH), and is expressed in million EUR at constant 2023 prices. The replication script (Python 3.10+) reproduces all tables, figures, and statistical tests, including country-specific expected annual loss estimates, regime probabilities, Chow test statistics, and Moran's I spatial autocorrelation diagnostics.
