Continuidades y rupturas de la educación virtual en el Perú rural Brecha digital, capacidades institucionales y gestión educativa en la UGEL Jaén (Cajamarca), 2015-2025

Abstract

La educación en línea fue la principal estrategia para asegurar la continuidad educativa durante la emergencia sanitaria, evidenciando profundas brechas estructurales en el sistema educativo peruano. El propósito del estudio fue proponer un plan de mejora para fortalecer las estrategias de educación en línea en la Unidad de Gestión Educativa Local (UGEL) Jaén, Cajamarca, a partir del diagnóstico de estrategias digitales, pedagógicas e institucionales. Metodológicamente, se desarrolló una investigación aplicada, no experimental, descriptivo-propositiva y de corte transversal, mediante encuesta a 130 docentes de educación básica, empleando un cuestionario validado por expertos y con adecuada confiabilidad. Los resultados revelaron fortalezas en interacción docente-estudiante y retroalimentación formativa, pero debilidades críticas en uso de recursos digitales, evaluación en línea y gestión institucional, además de baja satisfacción estudiantil percibida. Se concluye que la calidad de la educación en línea depende de la articulación entre competencias docentes, condiciones tecnológicas y liderazgo institucional, sustentando un plan alineado con el Objetivo de Desarrollo Sostenible (ODS) 4.
