
The Climate Change Adaptation Plan for the Zemgale region addresses the challenge of aligning potentially conflicting municipal interests by applying a participatory planning approach that engages stakeholders from local, regional, and national levels in developing a shared vision for climate resilience. The plan covers key priority sectors — agriculture, forests, biodiversity, urban environment, infrastructure, and public health — drawing on status quo risk assessments, socioeconomic data, and lessons from other Boreal region countries (Estonia, Lithuania, Finland, Sweden). With 10 stakeholder groups involved in co-creation activities, the plan provides a framework for more informed decision-making and investments in CC adaptation measures across Zemgale's five municipalities. The participatory methodology has strong replication potential for regional governance and awareness-raising, while the Zemgale Planning Region's continued role ensures the plan's implementation beyond the project's duration.Poster presented at the IMPETUS project General Assembly in Berlin, September 9, 2024.
