
This report presents the outcomes of a Biodiversa+ workshop held in March 2025 on the development and harmonisation of habitat connectivity indicators. The workshop brought together experts from research organisations, public authorities and European institutions to examine how structural and functional connectivity metrics are currently used, what scientific and technical challenges remain, and how indicator development can better meet policy needs. Participants discussed connectivity metrics and models (including Forest Area Density, ProtConn, PARC and network‑based approaches), data requirements, software tools and emerging technologies such as high‑resolution remote sensing, drone mapping and machine learning. Key challenges identified include fragmented methodologies, inconsistent data availability and quality, limited capacity for implementation, and gaps in aligning EU‑level indicators with national and local ecological realities. The report highlights the need for clearer workflows, stronger science‑policy interfaces, improved access to high‑resolution and in situ data and coordinated capacity‑building across countries. Several opportunities are also outlined, including integrating remote sensing with field data, advancing network‑based indicators, using open tools and platforms, and strengthening transnational collaboration on indicator design and interpretation. Biodiversa+ is committed to supporting these developments through knowledge exchange, capacity building and the promotion of open, interoperable data and tools.
