Abstract

This record contains Engagement Credit Economy (ECE) – Part II: Revenue Recapture and Continuity Funding in Post-Labour Economies. The paper introduces the Civic Fiscal Engine (CFE) and examines potential mechanisms for aligning locally generated economic activity with municipal continuity funding under automation-era conditions. This document forms Part II of the ongoing Engagement Credit Economy (ECE) research series. The record is currently deposited under restricted access. Public access will be enabled on Monday 2 March 2026 at 09:00 CET.

This paper introduces the Civic Fiscal Engine (CFE) as part of the ongoing Engagement Credit Economy (ECE) research series. The work examines fiscal adaptation challenges facing municipalities under conditions of automation-driven economic transformation and platform-mediated activity. The document forms Part II of the ECE framework, addressing the fiscal continuity layer of the broader architecture.
