POLÍTICA DE SEGURANÇA ALIMENTAR E INOVAÇÃO SOCIAL: UM ESTUDO DE CASO DO COMSEA-FOZ SOBRE A PARTICIPAÇÃO DA SOCIEDADE CIVIL NO DEBATE DA SSAN

Abstract

Este artigo busca articular as reflexões construídas a partir da análise da participação da sociedade civil no Conselho Municipal de Segurança Alimentar e Nutricional de Foz do Iguaçu (Comsea-Foz), com os aportes teóricos de Oliveira (2001) sobre inovação tecnológica, crescimento econômico e sistemas nacionais de inovação (SNI). A partir de uma perspectiva crítica latino-americana, dialogamos com autores como Raúl Prebisch, Florestan Fernandes e Renato Dagnino para problematizar os limites da descentralização, a seletividade estrutural do Estado e os desafios da transformação democrática no campo da Soberania e Segurança Alimentar e Nutricional (SSAN). Argumentamos que a consolidação do Sistema Nacional de Segurança Alimentar e Nutricional (SISAN) em nível local depende da articulação entre Estado, sociedade civil e práticas de inovação social enraizadas nos territórios. A pesquisa e o estudo de caso de Foz do Iguaçu, apresentado como trabalho de conclusão de curso intitulado "Qual sociedade civil participa do debate sobre soberania e segurança alimentar e nutricional em Foz do Iguaçu? Reflexões sobre o caso do Comsea-Foz do Iguaçu, Paraná (2015-2023)” (MATTOS, 2024), nos permite observar tanto os entraves quanto às potencialidades de construção de um sistema de inovação em SSAN, que reconhece a pluralidade de saberes ancestrais e dos atores envolvidos.
