Abstract

This report presents the design, technical requirements, and operational model of the Research & Educational Hubs (R&EHubs) developed within the Erasmus+ SECURE project. The R&EHubs are established in Ukraine and Georgia to strengthen cybersecurity education and research capacity through the deployment of integrated laboratory infrastructures and a unified digital platform. Each hub incorporates three specialized laboratories focusing on 5G and beyond network security, AI/ML-driven cybersecurity, and quantum and post-quantum security. The infrastructure supports practical training, applied research, and cross-institution collaboration. A centralized digital platform (RESEC-HUB) enables secure remote access, laboratory orchestration, and hybrid educational delivery. The report defines functional, technical, educational, and operational requirements ensuring interoperability, scalability, and long-term sustainability of the hubs. The successful offline and online demonstration conducted on 21 February 2026 confirmed the operational readiness and cross-hub integration capabilities. The R&EHubs provide a sustainable framework for advancing cybersecurity competencies and fostering international cooperation aligned with European standards.
