
Strategic Overview Ireland’s current housing crisis is a legacy of inefficient land use, long-term policy fragmentation and risk aversion. Too much low-density, semi-detached dwellings within core urban perimeters represents a significant burden to the economy and social cohesion. This policy proposes a state-led, self-financing mechanism to reclaim urban land utility, reduce speculative risk, and deliver high-density, A-rated housing at scale. The proposed state-led land assembly and redevelopment programme is financed and structured through public-private delivery.
