This paper, titled "A Progressive Party's Foundational Framework on Transition and the Proposed Minimal Transition Charter," outlines a two-stage political transition model (First and Second Republics) for Iran. It asserts the priority of establishing democratic processes and power-limiting institutions over immediately determining the final form of the regime. The core proposal is the creation of a Minimal Transition Charter (دفترچه گذار) to serve as a binding, supralegal standard for any interim council, ensuring a controlled, non-monopolistic, and accountable shift from an authoritarian to a stable democratic order.
