In this paper, we reformulate the fundamental relations of electromagnetism based on a unified non-equilibrium framework. We propose that magnetic fields are generated not by the transport of charge, but by the transport of ”Effective Mass” within a unified spatial field. By establishing the scaling relation B = Γρv and integrating it with Maxwell’s equations, we derive the physical realities of current density and electric potential difference as manifestations of mass flow dynam- ics. This unified approach provides a consistent description from astrophysical scales to electron structure and suggests new avenues for high-efficiency energy conversion.
