
This document presents the Living AI Governance Standard v1.0, an independent structural governance framework for high-impact intelligent systems. The standard defines deterministic invariant enforcement, authority precedence ordering, drift containment mechanisms, and auditability guarantees required to structurally govern adaptive and probabilistic systems. The framework is implementation-agnostic and does not require disclosure of proprietary system architecture. The objective of this contribution is to establish formally verifiable governance requirements supporting regulatory alignment, third-party assessment readiness, and deterministic containment of governance violations. This work is released as an independent governance research contribution.
