
DIGrS-10 is a composite constrained optimization certification system combining: Structural safety predicate closure Lipschitz-bounded diagnostic geometry Adversarial perturbation margin separation Fixed-point governance equilibrium Regulatory obligation bijection Corpus-monotone reliability dynamics Unified theoretical foundations of DIGrS-10 (Deterministic Integrated Gov-ernance and Reliability System), synthesized with the UTC Framework v3.0 (Unbreakable The-oretical Certification) are presented. Together, these establish a formally verified, adversarially complete, andregulatorily equivalent AI model governance certification framework.The central contribution is an Adversarial Completeness Theorem: we prove sup∆ P(F) =0—no bounded perturbation in the defined attack class can produce a false certification of anunsafe model. This is established through three interlocking results: (i) predicate completenessover the structural failure basis, (ii) Lipschitz continuity of all diagnostic functions, and (iii)a certified perturbation budget ηcert derived from the decision margin. We further establishContractive Equilibrium Stability (Banach fixed-point), Wasserstein distributional robustnessenvelopes, Rademacher generalization bounds, and a Regulatory Semantic Equivalence Theorem(¬Si ⇒ ∃Rj violated). Infrastructure Necessity is proved via monotone failure rate reductionwith corpus growth.The framework closes every open structural gap between empirical robustness and formalproof, elevating DIGrS-10 from a validated system to a certified one.
