Nigeria’s governance failures are not primarily a problem of intent. They are a problem of infrastructure. Without independent measurement, publicly declared benchmarks, or automated consequences, corruption is invisible by design — and reform, however sincere, has no system to land in. This paper proposes a specific, buildable accountability architecture for Nigerian public administration. It describes four interdependent layers: an independent Governance Data Authority to separate measurement from the ministries being measured; a public benchmarking system that declares project costs, timelines, and quality standards before work begins; an automated consequence architecture that triggers audits mathematically rather than politically; and a merit-based civil service framework that makes competence the entry condition for public responsibility.Unlike previous reform proposals, this framework does not require a corruption-free government or universal political will. It requires one administration willing to build the infrastructure and let it run consistently for a single electoral cycle. The system does the rest. It addresses implementation sequence, international precedents, funding independence, subnational scaling, and the permanence architecture required to protect the system from the political cycles that have dismantled every previous reform effort. Each component has been proven in working form elsewhere. The assembly, and the political will to let it run, is what Nigeria has consistently lacked. This is not a vision document. It is a construction manual.
