Abstract

This document defines a governance operating model titled Agile Democracy, which conceptualizes democratic decision-making not as a fixed institutional mechanism, but as an iterative process adaptable to evolving social conditions. The model presents a modular governance architecture in which: decision-making implementation evaluation revision are institutionally repeatable over time. This publication provides: a principle-level definition of governance reversibility structural minimums for modular institutional configurations non-binding interaction relationships between governance modules The purpose of this document is to support conceptual evaluation in institutional design and public policy analysis. This document: does not prescribe implementation procedures does not define jurisdiction-specific institutional mappings does not recommend adoption of any specific module does not provide operational protocols Implementation feasibility, sequencing, and legal integration are to be determined by adopting jurisdictions. The governance principle presented in this document is derived from a broader analytical framework addressing structural misalignment between decision timing, evaluation cycles, and policy impact horizons in institutional systems. The detailed theoretical formulation of this analytical framework is outside the scope of the present document. A corresponding dissemination version of this document may be published via SSRN for policy research and institutional analysis purposes.
