Abstract

Résumé : L'intérêt de ce travail est de faire une analyse descriptive de l'état des lieux et des pratiques de l'e-administration à travers l'étude de cas du CRMEF Casablanca. Notre étude se propose de répondre à la problématique suivante : Entre modernisation numérique et résistances structurelles : Quels enjeux et défis pour l'intégration de l'e-administration dans les CRMEF de Casablanca ? Après avoir présenté dans une première partie l'e-administration dans le secteur éducatif ainsi que le CRMEF de Casablanca, nous analyserons dans la seconde partie l'état actuel des pratiques de l'e-administration au sein de cet établissement ainsi que les potentiels de modernisation qu'il présente. Notre méthodologie de recherche est une étude qualitative descriptive et exploratoire, les modes de collectes de données sont principalement l'analyse documentaire, l'observation directe ainsi que les entretiens formels et informels avec les acteurs sur le terrain. Notre problématique interroge les mécanismes par lesquels les résistances au changement, les lacunes en formation et les insuffisances infrastructurelles limitent l'opérationnalisation de l'e-administration. En parallèle, elle explore le potentiel inexploité de ces technologies pour améliorer la qualité des services éducatifs, la gouvernance interne et l'accès à l'information pour les usagers. Il ressort de cette étude que le CRMEF est engagé dans un processus d'e-administration inévitable, porté par ses acteurs internes, mais freiné par des obstacles matériels, humains et culturels ; l'intégration de l'intelligence artificielle s'imposant comme levier stratégique vers une gouvernance éducative moderne et efficiente. Abstract: The interest of this work is to make a descriptive analysis of the practices of e-government through the case study of CRMEF Casablanca. Our study proposes to answer the following question: Between digital modernization and structural resistance: What are the issues and challenges for the integration of e-administration in the CRMEF of Casablanca? After presenting in the first part the e-administration in the education sector as well as the CRMEF in Casablanca, we will analyze in the second part the current state of e-administration practices within this institution as well as the potentials for modernization that it presents. Our research methodology is a descriptive and exploratory qualitative study, the modes of data collection are mainly documentary analysis, direct observation as well as formal and informal interviews with actors in the field. Our problem questions the mechanisms by which resistance to change, training gaps and infrastructural inadequacies limit the operationalization of e-administration. At the same time, it explores the untapped potential of these technologies to improve the quality of educational services, internal governance and access to information for users (trainers, teachers, students).The findings of this study indicate that the CRMEF is engaged in an inevitable e-administration process, driven by its internal stakeholders, yet hindered by material, human, and cultural obstacles; the integration of artificial intelligence emerging as a strategic lever toward a modern and efficient educational governance.
