
Unified Refractive Optical Cosmology proposes a stationary universe where redshift is an intrinsic optical effect of plasma refraction. This mechanism accounts for Hubbles Law and mimics time dilation via propagation delays of 16 years per Gpc. It addresses high redshift galaxies and the Arp paradox.
