Abstract

Thermal Networks – Empowering the Smart Transition to Net Zero presents a joint analysis from the perspective of 11 IEA Technology Collaboration Programmes on how modern district heating and cooling networks can accelerate decarbonisation, strengthen energy security, and create local jobs. The report explains the role of thermal networks in integrating various technologies such as renewables, waste heat, large‑scale storage and heat pumps, highlights real‑world evidence from leading countries, and provides clear policy and investment arguments for cities, regulators, and energy planners aiming to design net‑zero, people‑centred heating and cooling systems.
