Abstract

Тезисда 2026 йил 5 январдаги ПҚ–1-сон қарор доирасида ёшлар ҳуқуқбузарликлари профилактикасини анъанавий “реактив” моделдан (ҳодисадан кейин жазолаш) проактив, рискка асосланган ва “илмий хулоса—тавсия—натижа” логикасига ўтказишнинг назарий-амалий асослари ёритилади. Рақамли трансформация ва жамоа-оила-таълимга таянган ижтимоий профилактика, шунингдек ресторатив механизмлар институционал самарадорликни ошириш воситалари сифатида асосланади.
