
We introduce a quantum-semantic framework for analyzing semantic stability and tail-risk sensitivity in complex information systems. Knowledge states are modeled on a Riemannian manifold, while a CVaR-based Positive Operator-Valued Measure (CVaR-POVM) is employed to characterize the effects of rare but high-impact perturbations.
