This technical report documents the rationale and development process underlying the Larpocracy Observational tool for deliberative engagement. The tool builds on previous work on subjective measures of deliberative civic values, but focusses on observable actions of participants in a larp or larp-adjacent event. It provides a structured way to document how players engage in deliberation during a larp event. The observation tool is planned to exist in multiple versions, both suitable for documenting events ongoing activities, and for analyzing video-recorded larp sessions. Both versions can be used for both online and physical larp sessions.
