
This work identifies a missing theoretical invariant in autonomous systems: the absence of a formal separation between decision, legitimacy, and execution. It describes irreversible failure modes that arise without internal error and establishes non-action as a legitimate and stable system state. The document is intended as an archival theoretical contribution.
