
[Abstract] This paper serves as the engineering realization of the ethical framework established in "The Civilizational Covenant" (Jia, 2026). We propose "Dynamic City," a decentralized, edge-first operating system that translates theoretical "Urban Hemodynamics" into physical reality. By introducing the V-Hub (Vehicle Hub), the Passive Exposure Protocol, and a Metabolic Service Ecosystem, we construct a traffic governance architecture that eliminates the "Isolated Island" effect. This system transforms the city into a living organism where every node—vehicle, human, and infrastructure—acts as an "Interactive Eye," ensuring safety through collective perception, efficiency through fluid dynamics, and justice through algorithmic equity. Key Mechanisms: V-Hub Architecture: De-GPS reverse localization and liability locking. Passive Exposure: The "Ghost Car" paradox and immune response. Bubble Theory: Sentinel, Pedestrian, and Encryption Bubbles. The Lifeline: Dynamic emergency relay and family convoy protocols.
