Management digital et intelligence artificielle : Etude exploratoire vers un pilotage intelligent de l'expérience usager au Maroc

Abstract

Résumé Cette étude explore les dynamiques d’articulation entre management digital, usages intelligents et expérience usager dans le contexte de la transformation numérique des services publics au Maroc. En s’appuyant sur une démarche qualitative exploratoire fondée sur une triangulation méthodologique, la recherche met en évidence un écosystème public en transition, marqué par un décalage persistant entre l’ambition institutionnelle de modernisation et les pratiques effectives de terrain. Les résultats montrent que, si les citoyens perçoivent des améliorations notables en matière d’accessibilité et de simplification des démarches, leur expérience demeure fragmentée et fortement dépendante de la fiabilité des dispositifs et du soutien organisationnel. Du côté des agents publics, l’analyse révèle des tensions structurelles entre innovation technologique, contraintes bureaucratiques et capacités d’appropriation managériale. Mobilisant un cadre d’analyse multiniveau, l’étude met en lumière le rôle structurant du management digital dans l’orientation des usages intelligents, lesquels façonnent l’expérience usager et participent à la construction de la valeur publique perçue. Elle conclut que la transformation numérique ne peut produire de valeur durable qu’à condition d’être pensée comme un processus d’apprentissage organisationnel et institutionnel, fondé sur la coordination, la confiance et l’intégration de l’expérience citoyenne dans le pilotage de l’action publique. Mots clés : Management digital, Smart Government, Expérience usager, Usage intelligent, valeur publique, Valeur citoyenne Abstract This study examines the dynamics linking digital management, intelligent use of technologies, and user experience within the context of public sector digital transformation in Morocco. Drawing on an exploratory qualitative approach based on methodological triangulation, the research highlights a public ecosystem in transition, characterized by a persistent gap between institutional ambitions for modernization and actual practices on the ground. Findings indicate that while citizens acknowledge tangible improvements in accessibility and procedural simplification, their overall experience remains fragmented and highly contingent on system reliability and organizational support. From the perspective of public servants, the analysis reveals enduring structural tensions between technological innovation, bureaucratic constraints, and managerial capacities for appropriation and change. Adopting a multilevel analytical framework, the study underscores the structuring role of digital management in shaping intelligent uses of digital technologies, which in turn influence user experience and contribute to the construction of perceived public value. The paper concludes that digital transformation can only generate sustainable public value if it is conceived as an ongoing process of organizational and institutional learning, grounded in coordination, trust, and the integration of citizen experience into the steering of public action.
