CDIP v3.0 AST-OPT Patch Layer-2 Objective-Restricted Soft Ranking (Lexicographic)

Abstract

This patch defines AST-OPT Layer-2, an objective-restricted soft ranking mechanism that is activated only when AST-OPT Layer-1 (Strong Form A + Layer-1 Adjudicator) returns PASS on feasibility (i.e. candidate doctrine belongs to Πfeas ). Layer-2 MUST NOT override Layer-1:it appends a deterministic lexicographic ranking signal within Πfeas under a non-expansive covenant, fixed-range normalization (no dataset/candidate-set dependent scaling), and a fully frozen tie-break semantics. The output is a PERIMETER_AUX leaf suitable for downstream CDCT inclusion.
