La digitalisation de la fonction ressources humaines dans le secteur public marocain : analyse quantitative

Abstract

Résumé Dans un contexte de réforme administrative et de modernisation du service public, la digitalisation des ressources humaines (RH) s’impose comme un levier stratégique de transformation organisationnelle. Cette étude quantitative, menée auprès de 219 agents de la Direction des Ressources Humaines (DRH) du Ministère de l’Agriculture, vise à évaluer l’impact de la digitalisation RH sur la performance perçue par les agents publics. À partir d’un questionnaire structuré couvrant plusieurs dimensions efficacité administrative, accessibilité de l’information, qualité des services RH et satisfaction des usagers internes, les résultats montrent que de la digitalisation améliore globalement la performance perçue, notamment en termes de rapidité, de transparence et de fiabilité des procédures. Néanmoins, certaines limites persistent, liées à la formation, à l’adoption des outils numériques et à l’adaptation des systèmes. Cette recherche contribue à la littérature sur la transformation digitale dans le secteur public et propose des pistes pour renforcer la gouvernance numérique des ressources humaines au Maroc. Abstract In the context of administrative reform and public service modernization, human resource digitalization has become a strategic driver of organizational transformation. This quantitative study surveyed 219 staff members of the Human Resources Department at the Ministry of Agriculture to assess the impact of digitalization on perceived employee performance. Using a structured questionnaire covering administrative efficiency, information accessibility, service quality, and internal user satisfaction, the findings show that digitalization generally enhances perceived performance, particularly in terms of speed, transparency, and reliability of procedures. However, challenges remain, including training gaps, uneven adoption of digital tools, and system adaptations issues. This research contributes to the literature on digital transformation in the public sector and offers practical insights to strengthen digital governance of human resources in Morocco.
