Abstract

Esta contribuição técnica analisa o reconhecimento das perdas técnicas da CPFL Santa Cruz no contexto da Consulta Pública nº 041/2025, propondo revisão dos critérios de repasse tarifário com base em indicadores de eficiência de rede e metas de descarbonização alinhadas ao Pilar Ambiental (E) do ESG. A análise quantifica as perdas técnicas como externalidades ambientais negativas e realiza comparação com distribuidoras benchmark. Defende-se que o reconhecimento tarifário seja condicionado à implementação de plano estruturado de redução de perdas, com metas progressivas, incluindo modernização de transformadores de distribuição e recondutoramento de trechos críticos, visando reduzir em 0,8 pontos percentuais as perdas técnicas até 2030 e mitigar aproximadamente 18.700 tCO₂eq/ano de emissões. This technical contribution analyzes the recognition of technical losses for CPFL Santa Cruz within the scope of Public Consultation No. 041/2025, proposing a revision of tariff pass-through criteria based on network efficiency indicators and decarbonization targets aligned with the Environmental (E) pillar of ESG. The study quantifies technical losses as negative environmental externalities and performs a comparative analysis with benchmark distribution utilities. It argues that tariff recognition should be conditioned on the implementation of a structured loss reduction plan with progressive targets, including distribution transformer modernization and reconductoring of critical network segments, aiming to reduce technical losses by 0.8 percentage points by 2030 and mitigate approximately 18,700 tCO₂eq/year of emissions.
