This technical contribution analyzes the recognition of technical losses for CPFL Santa Cruz within the scope of Public Consultation No. 041/2025, proposing a revision of tariff pass-through criteria based on network efficiency indicators and decarbonization targets aligned with the Environmental (E) pillar of ESG. The study quantifies technical losses as negative environmental externalities and performs a comparative analysis with benchmark distribution utilities. It argues that tariff recognition should be conditioned on the implementation of a structured loss reduction plan with progressive targets, including distribution transformer modernization and reconductoring of critical network segments, aiming to reduce technical losses by 0.8 percentage points by 2030 and mitigate approximately 18,700 tCO₂eq/year of emissions.
