
We formalize a telomere protocol for CDIP v3.0 as a proof-theoretic ordinal bound on 2-cell depth in the enrichment layer. A deterministic ordinal counter Tlife accumulates depth and holonomy-complexity costs, with boundary fixed at ε0 . This v1.1 revision makes the protocol fully auditable: we define a closed event boundary for charging, provide replay suppression, commit to a computable crisis-tail predicate with a hash-committed specification,and strengthen forced anchoring with an external nonce binding. All telomere artifacts live in PERIMETER AUX/TELOMERE and preserve non-interference with the frozen CDIP v2.0 CORE.
